Taking responsibility for the GPXZ dataset.

For opentopodata.org it’s important that I don’t modify the source datasets at all.

But for gpxz now I’m taking ownership of the dataset processing, I can use things like LERC compression to massively reduce size while not substantially impacting accuracy.

The flipside is taking responsibility for any data issues, but I’m happy to make that tradeoff for this project.
